Couple of rule queries

Just want to check on the rules as I saw some strange things on saturday....

1. leggie bowling to a right hander, pitches a wrong un outside off stump, spins back to the batsman shouldering arms, hit him about halfway up, going to knock out all three stumps probably. umpire tells us it cant be out as it pitched outside off. on saying he wasnt playing a shot so it doesnt matter, he told our bowler to read the rules as it cant be out. Is this a new rule?

2. our quick tried a slower ball, came out as a waist high fully, no ball was called. two balls later he bounced the batsman, he tried to hook it, straight off the gloves to me keeping. batsman started walking. ump then said not out, it was a no ball, as you cant bowl 2 bouncers in the over. never signaled a no ball though (and never really called it anyway) when queried by our captain he said it doesn't matter anyway, he didn't hit it so its not out (completing ignoring that the batsman was walking)

now i don't keep up with every rule change, so if these rules have changed, please let me know, otherwise  I just think its lucky some of our guys werent reported, especially our leggie after the umpire told him to read the rules!

There are no set rules when Bobby Fraser is umpiring, and Harry you could of dropped that high one I gave you

Ha ha Harry you have to love the men in White, always coming up with classic explanations.
You can be out LBW if the ball pitches outside off stump if you are playing a shot or not.
With the bouncer my understanding is that it has to be above head high to be called a no-ball and the full toss has to be chest high (above your navel) to be called a No-ball.
I still remember a game were the batsman ran a single and the umpire turned to the scorers and singled "scorers short run"

I tried to drop it Woof, it went up high enough! had visions of myself standing there, watching it hit the ground without getting a glove on it as it was coming down.

from what i've seen this year Harry just take it as the opposite of what the rule book says. Ol Buzz Aldren had a shocker this round. Keeps everyone amused on the field though.
