It has always worried me that certain New Zealanders playing in the DDCA are overseas players who are defined as "any player who does not have permanent residency status as defined by the Migration Act 1958 and its amendments." Rule 23 of DDCA Senior Rules.
The Immigration Department after 26 February 2001 stopped granting "permanent residence" to New Zealand citizens by just arriving in Australia instead they issue a new Special Category (subclass 444) visa
The Special Category visa (SCV) is a temporary visa electronically granted to New Zealand citizens who arrive in Australia on a New Zealand passport that is in force and who do not hold a visa.
You must:
be a New Zealand citizen
meet health and character requirements
not have been deported, excluded or removed from any country.
Note: If you do not meet these requirements, you may not be eligible for a SCV, and you may be refused entry to Australia. Please approach the nearest Australian immigration office or visit www.immi.gov.au for further information regarding entry requirements for New Zealanders before travelling to Australia.
The SCV allows New Zealand citizens to lawfully live and work in Australia indefinitely. The SCV is a temporary visa and, except for certain holders resident in Australia on or before 26 February 2001, does not provide a direct pathway to citizenship. So I wonder whether the DDCA are checking the passports to see what visa class these players are on ?
While they may be able to stay here "indefinitely" they may not be "permanent residents as defined by the Migration Act 1958 and its amedments as requird by DDCA Rule 23.

overseas player in its first eleven.
23.3 Each season, clubs shall obtain consent from the Rules and
Permits Committee at least seven days prior to the first
match for which an overseas player is required.
23.4 Any team found to have breached the requirements of Rule
23 shall lose the match points gained and have an additional
six match points deducted. "
Direct quote from the DDCA 2011/2012 rules as published on their website. Wouldn't want to see a position like St Mary's found themselves in last year.

Why have a points system , when the governing body can introduce , or inhibit legislation that conviently suits particular clubs , this is an embarrassment that should be appealed by clubs and hastily retracted , the only overseas players that are eligible to play as non overseas players are tasmanians ........ THIS IS A FARCE .... no wonder clubs are interested in offers { and coin } to join rival competitions ............ PATHETIC
