Basically, you can spend as much as you want, on as many players as you want, as long as a few of them grew up at your club or have been there for a while. The rest have to be spread across different levels from International, to District, to other local comps.......

The main change deals with rewards for loyalty, with a players points value starting to go down after two years.
The ceiling of 23 points would be phased in over three seasons, starting at 26, but clubs in Turf 3 4 and 5 would start at 28 points, reflecting their need to recruit players of a standard good enough to take them to Turf 1.
Association vice-president Peter Barnes said clubs had given feedback and discussed the proposal at a meeting two weeks ago. He said reaction to the points system - devised to replaced the contentious rule 7 that deals with payments to players - had been mixed.
At the meeting I put the question to the clubs, Is there anyone here who thinks it wouldnt work in the first season? and nobody put their hand up.
Therefore its more of the long-term impact some of them are concerned about.
Some of the City of Greater Dandenong clubs are saying they struggle to get juniors and have to bring in other players. They think the points will kill them.
But we think by changing this period to two years they will still be able to do that.
The modifications were finalised last Wednesday and rules will be written for the points system ahead of a rules and affiliation meeting in August, at which clubs will take a vote.
Barnes said he hoped the points system would be adopted, as it had been by other associations.
Why in the hell is it going all the way to August? If I've said it once I'll say it again....how are clubs expected to recriut or sort out their playing list when the rules are yet to be decided on?
Some clubs start training within the next few weeks for god sake!
Nah, we're sweet with Mick.......I've heard another club had a player from district cricket lined up, they couldn't committ to him 100% because they didn't know what rules to go by so the bloke went elsewhere.
They could fit him in the points system but not under the salary cap apparently. All this when the season starts in 3months.

We were probably waiting for you to ask whether we thought it would work at all !
I don't actually believe, that people think it won't work.
I believe, people think its a waste of f@#king time, that requires a lot of effort, yet has little benefit to anybody......
Rules and Affiliation Night tomorrow night where a vote will be taken on the changes to Rules inclusive of Points System. Don't know which other rules are going to be changed. Good one might be the forfeit of second innings
