one or two individuals put everyone in lwrs grades in a bad light. Very hard to stamp it out other than harsher penalties. But then that would be discriminating the lwr grades from the higher grade so the DDCA to a certain effect would have their hands tied.

It is up to the individual clubs to be tougher on their own players so this sort of thing doesnt happen. Without knowing to two players involved i would say they have priors without been reported. The clubs concerned may've seen it coming?
